Contrary to his pleas, the appellant was convicted in the Republic of Panama in February 1992, by a general court-martial composed of officer members of making a false official statement, rape, conduct unbecoming an officer and a gentleman (three specifications), and committing an indecent assault in violation of Articles 107, 120, 133, and 134, Uniform Code of Military Justice, 10 U.S.C. §§ 907, 920, 933, and 934 (1988) [hereinafter UCMJ].1 He was sentenced to dismissal from the service, confinement for six years,…
