These consolidated court actions challenge the Department of Commerce’s (“Commerce”) final determinations rendered in concurrent antidumping duty (“AD”) and countervailing duty (“CVD”) investigations of certain pneumatic off-the-road (“OTR”) tires from the People’s Republic of China (“PRC” or “China”).
