Plaintiffs sue Defendants for damages and seek injunctive and declaratory relief under 42 U.S.C. § 1983 for violations of their rights under the Fourth, Fifth, and Fourteenth Amendments and the Privileges and Immunities Clause of the U.S. Constitution. 1 (Docket No. 1.) They also allege violations of Puerto Rico law. (Id.)
