Memorandum Opinion

MOTLEY, District Judge.

Plaintiffs have brought this suit under 42 U.S.C. § 1983 to challenge New York State’s procedures for temporary release of prisoners. The three named plaintiffs are inmates at Green Haven Correctional Facility in New York State who are eligible for temporary release from prison but whose applications for furloughs have been denied.
