Plaintiff Victor Escobar sues, under 42 U.S.C. §§ 1981, 1983, and 1988, alleging that his constitutional rights were violated by defendants New York City, the New York City Police Department (“NYPD”), Commissioner Raymond Kelly, Detective Edward Jacobowski, Detective Al Arce, Sergeant Ernest Barelli, District Attorney for Queens County Richard Brown, and Assistant District Attorney for Queens County Gregory Pavlides.
