This case raises serious concerns about the way the United States Attorney’s Office fulfills its discovery obligations.

The case against the defendants, Raquel Castro (hereinafter “Castro”) and Samuel Castro-Collado (hereinafter “Castro-Col-lado”) began as an investigation by the Police of Puerto Rico (“POPR”). On July 30, 2006, Jose L. Gonzalez Otero, the victim, who was seriously hurt, reported a carjacking. POPR authorities were the first responders.
