I. INTRODUCTION
This case arises out of the assassination of Gholam Ali Oveissi, a military leader in pre-revolution Iran, who was gunned down on a Paris street in February 1984 by the agents of the Islamic Republic of Iran (“Iran”) and its intelligence service, the Iranian Ministry of Information and Security (“MOIS”). Plaintiff Amir Reza Oveissi, grandson to the senior Oveissi, brought suit under the Foreign Sovereign Immunities Act (“FSIA”), 28 U.S.C. §§ 1330, 1602 et seq.
