This case is an appeal from a judgment of the Circuit Court for Baltimore County awarding attorneys’ fees to Wesley Chapel Bluemount Association (Wesley Chapel), appellee, in connection with its successful litigation against Baltimore County (the County), appellant, establishing a violation of the Open Meetings Act, Md.Code (1984, 1995 RephVol.), §§ 10-501 to 10-512 of the State Government Article (SG).
