The plaintiff, Raymond McGovern, claims violations of his constitutional rights by the defendants, George Washington University (“GW”), and three individuals employed by GW as Special Police Officers (“SPOs”), Christopher Brown, Michael Glaubach, and Jamie Barton, arising from the plaintiffs arrest after he “engaged in a silent expression of dissent” during an address by then-Secretary of State Hillary Clinton on GW’s property.
