Petitioner Anne Arundel County petitions for review of a rulemaking pursuant to which the Glen Burnie Sanitary Landfill (“Landfill”), which petitioner owns, was placed on the National Priorities List (“NPL”) of known releases or threatened releases of hazardous substances.
