*477BATTAGLIA, J.

Section 9-727 of the Workers’ Compensation Act, codified in the Labor and Employment Article1 requires that “insurers” or “employers” begin payment of workers’ compensation within fifteen days of their award by the Workers’ Compensation Commission. If payments are not timely made, Section 9-728 of the Act2 provides for the assessment of penalties against a delinquent “employer” or “insurer” in progressive percentages of the original award, depending on the number of days the payment is late.
