Plaintiffs Congregation Adas Yereim (the “Congregation”), Yeshiva Bnei Shimon Yisroel (“Yeshiva BSY”), Marcy Housing Tenants Association (the “Tenants Association”), and Hygrade Glove & Safety Company (“Hygrade”) bring this action against defendants the New York City Department of Sanitation (“DOS”), the New York City Department of City Planning (“DCP”), and the City of New York, 1 under the Religious Land Use and Institutionalized Persons Act of 2000, 42 U.S.C. § 2000cc et seq.
