This appeal involves a class-action suit brought by employees of the District of Columbia Department of Corrections (“Department”), alleging a pattern or practice of sexual harassment against women employees, both by creating a hostile working environment and by conditioning job benefits on the granting of sexual favors, and a pattern or practice of retaliation against employees opposing such sexual harassment.
