Appeal from a judgment in favor of the State, entered August 6, 1991, upon a decision of the Court of Claims (Hanifin, J.).

The facts in this case are not significantly in dispute. Claimant, 25 years old when the accident giving rise to this action occurred on July 3, 1985, was an inmate in the State correctional system recently committed to Camp Summit Correctional Facility in Schoharie County.
