INTRODUCTION
On January 31, 2011, the Maine Commission on Governmental Ethics and Election Practices (the “Commission”) fined the Plaintiff, Dennis Bailey, $200 for failing to provide his name and address on “the Cutler Files,” his anonymous website advocating the defeat of gubernatorial candidate Eliot Cutler.
