Appellants Robert J. Driebel, Johnny C. Sgrignuoli, Stephen Pinchard, and Brett Huston are police officers for the City of Milwaukee Police Department (“MPD” or “the Department”). The officers claim that their Fourth Amendment rights were violated when they were ordered by superior officers to remain on duty or to accompany detectives to the headquarters of the MPD’s Internal Affairs Division and answer questions put to them during the course of criminal investigations of their activity while on duty in January and February 1998.
