This is an appeal from the judgment

of the circuit court affirming a finding by the Department of Industry, Labor and Human Relations that claimant is totally permanently disabled and reversing the department’s apportionment of liability between two compensation insurers. We affirm the circuit court’s judgment.

The issues are:

1. Is the department’s finding that claimant is totally permanently disabled supported by credible evidence in the absence of testimony regarding his employment opportunities ?
