After a jury trial, appellant Michael Welch was convicted of two counts of rape while armed, in violation of D.C.Code §§ 22-2801 and -3202 (1989 Repl.). He was sentenced to two consecutive terms of fifteen years to life in prison. Several months after his sentence, Welch filed a motion for a new trial, alleging ineffective assistance of counsel under D.C.Code § 23-110 (1989 Repl.). An eviden-tiary hearing was held on one of his nine allegations of specifications of deficient performance by his counsel, and the others were resolved without an evidentiary hearing.
