These are five actions consolidated for pretrial purposes pursuant to an order, dated November 24, 1997, plus four related actions. In the first action (action No. 1), plaintiffs are pro se. They sued defendants in action No. 1 for personal injuries and property damages. The pro se plaintiffs allege that defendants City of New York and Department of Social Services/Human Resources Administration (City Defendants) discriminated against them and acted in a grossly negligent manner.
