I. INTRODUCTION

In the latest iteration of this longstanding dispute between non-liturgical naval chaplains and the United States Navy, the Navy challenges Magistrate Judge Faceio-la’s ruling that the plaintiffs are entitled to discovery of proceedings of Selective Early Retirement (“SER”) boards.
