The question presented involves the .application of the provisions of the Miller Act [40 U.S.C.A. §§ 270a-270d] to a contract for the completion of a Capehart housing project entered into by the Unit•ed States, of the one part, and a joint venture composed of T. A. Loving and Company and I-Iarllee-Quattlebaum Construction Company, Inc., of the other part.
