On December 12, 1996, the appellant, through counsel, filed a Notice of Appeal as to an October 20, 1995, decision of the Board of Veterans’ Appeals. On March 24, 1998, this Court vacated that decision and remanded the matter for readjudication. Carpenter v. West, 11 Vet.App. 140 (1998). The appellant, through counsel, applied on June 18, 1998, for an award of reasonable attorney fees under the Equal Access to Justice Act (EAJA), 28 U.S.C. § 2412(d).
