This case presents yet another chapter in the Federal Communications Commission’s (“FCC” or “Commission”) series of attempts to relax the tariff-filing requirements for *1517nondominant common carriers. After initially adopting rules permitting nondominant common carriers to avoid filing tariffs, the FCC later adopted rules forbidding such filing.
