LOONEY, Justice.

This suit challenges the constitutional' validity of Senate Bill No. 224, enacted at the regular session of the 46th Legislature,. Vernon’s Ann.Civ.St. art. ?294a. The Act purports to grant and donate to the several counties of the State (with exceptions), for *977a period of five years, beginning with the fiscal year 1940, one-half the ad valorem taxes levied and collected by the State for general revenue purposes, in the respective counties.
