I. INTRODUCTION
This matter comes before the Court on the parties' motions for summary judgment. Dkt. ## 22, 26. For the reasons below, the Court GRANTS Defendant's motion and DENIES Plaintiffs' motions.
II. BACKGROUND
Concerned about the effect of auctioning technology on their ability to find affordable housing, students at the University of Washington petitioned the Seattle City Council (the "City Council") in January 2018.
