MEMORANDUM OPINION

(June 24, 2003)

This matter is before the Court on a complaint filed by Adlah Donastorg, Jr., (“Plaintiff”), for declaratory judgment against the Government of the Virgin Islands and its various offices, departments and agencies to interpret V.I. CODE ANN. tit. 33, § 1102(b) and a petition for writ of mandamus to enforce the aforementioned statute.
