This is a declaratory judgment action to determine questions of validity arising under a contract and agreement of cooperation for the erection of a library building by the plaintiff School District of Kansas City on public ground owned by Kansas City, Missouri, and under the control of its Board of Park Commissioners. The contract was entered into pursuant to § 70.220, RSMo 1959, V.A.M.S., between the School District and the City of Kansas City, Missouri, acting by and through the Park Board.
