Appellant Aptos Council challenges respondent County of Santa Cruz’s (County) adoption of three ordinances that (1) extended minor exceptions to zoning site standards, (2) altered certain height, density, and parking requirements for hotels in commercial districts, and (3) established an administrative process for approving minor exceptions to the County’s sign ordinance.
