ROBERTSON, Presiding Judge.

This is an appeal from the judgment of the Monroe Circuit Court affirming Indiana University's (University) administrative denial of Niloufar Allen's (Allen) application for classification as a resident student for fee paying-purposes.

We affirm.

The facts leading up to the University's adverse decision are essentially undisputed. Allen was born in Tehran, Iran, and resided in and attended secondary school in Sussex, England, from 1972 until 1978.
