MEMORANDUM

GASCH, District Judge.

This case came on for hearing on the defendants’ motions to transfer this matter to the Eastern District of Michigan pursuant to 28 U.S.C. §§ 1404(a) or 1406(a). For the reasons stated in this Memorandum, and without ruling on all of the merits of the pending motions to dismiss, 1 or the motion of General Motors Corporation for leave to intervene, the Court has determined that this case should be transferred 2 pursuant to 28 U.S.C. § 1404(a) 3 and, assuming without deciding that Consumers Power Company is an indispensable party, pursuant to 28 U.S.C. § 1406(a).…
