These consolidated cases involve numerous challenges to Consolidated Permit Regulations (CPR’s)1 issued by the Environmental Protection Agency (EPA). Industry petitioners 2 contend that initial jurisdiction *11to review the National Pollutant Discharge Elimination System (NPDES) portion of the CPR’s does not reside in this court (or any other court of appeals).3 They have moved to dismiss all petitions for review4 insofar as the petitions challenge NPDES-related CPR’s.
