ROSENBAUM, Circuit Judge:

This appeal requires us to consider the scope of the United States’s liability under federal and state law for injuries suffered by a plaintiff who fell down a set of stairs within a federally owned recreation area. The district court granted summary judgment in favor of the Government, finding that the United States was insulated from liability under both the discretionary-function exception to the Federal Tort Claims Act and the limited-liability provisions of Georgia’s Recreational Property Act.
