This matter is before the Court on Defendant United States of America’s Motion to Dismiss [Doc. 6]. Plaintiff is seeking damages under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 1346(b), for personal injuries allegedly caused by the negligence of The Family Health Centers of Georgia, Inc. (“Family Health Centers”) 1 and the United States Penitentiary (“USP”).
