Petitioners appeal as of right from a circuit court order affirming the Civil Service Commission Employment Relations Board’s denial of petitioners’ grievance regarding pay increases.

A new system of classifying positions in the state civil service system known as the "benchmark factor ranking system” was adopted by the Michigan Civil Service Commission on June 13, 1975, pursuant to Const 1963, art 11, § 5.
