Notwithstanding several acts have been passed, and constitutional provisions have been made, as well as numerous decisions have been rendered, *442upon the subject of the removal of the county seat of a county, it still seems to be a subject of difficulty whenever it arises in the courts. This originates mainly from the incompleteness of the statutory provisions relating to it. (Hart.
