This is an action for a writ of mandamus to compel the members of the Cleveland County Election Board to conduct a recount of the results of a municipal franchise election conducted in the City of Norman, Oklahoma, on the 4th day of December, 1973, concerning the granting of a cable television franchise to the Intervenor herein (Norman Cable T.V., Inc.).
