This appeal involves the question whether or not part of the cost of improvement of a section of Spring Drive in the city of Louisville was properly assessed against property belonging to appellants, as provided in Section 2833, Kentucky Statutes, which provides, among other things, that when the improvement is the original construction of any street, road, lane, alley, or avenue, such improvement, except as provided in Kentucky Statutes, Section 2839, shall be made at the exclusive cost of the owner of the…
