This case involves an appeal from the denial of a request for information under the District of Columbia Freedom of Information Act (“the FOIA”), D.C.Code §§ 2-531 et seq.; the request concerned the identity and addresses of motorists who received traffic violation citations as a result of being photographed by a “red light camera” at a particular intersection.
