LEDERBERG, Justice.

This declaratory-judgment action before the Supreme Court addresses two questions of law certified to us by the United States District Court for the District of Rhode Island (District Court) pursuant to Rule 6 of the Supreme Court Rules of Appellate Procedure. At issue is whether the Personal Umbrella Policies (PUPs) issued by Allstate Insurance Co. (Allstate) to the defendants, Robert P. Russo (Russo) and Armand G. DiNapoli (DiNapoli), provide coverage for the defendants’ alleged misrepresentations concerning the financial viability of the Central Credit Union…
