After the hearing the trial judge rendered the following judgment and opinion, wherein the facts of the case appear :
'“This case came on to be heard in regular course, praying for an injunction against certain proposed and pending action by the board of commissioners of Houston County and the State Highway Board with reference to change of location of a certain part of the State Highway route No. 7 between the cities of Fort Valley and Perry, near the latter town.
