This case arises out of a hit-and-run accident that was reported to Pennsylvania State Police Troopers William J. Luckenbill, Jr. and David Guenther in the early morning hours of October 13, 2002. After the troopers obtained a plate number and description of the vehicle and driver who allegedly left the scene, the troopers identified Steve Mitchell as the owner of the vehicle and went to the Mitchell residence to question him about the incident.
