Roberta Skinner suffers from symptoms related to her diabetes and hypertension. In 2002 she filed an application for Supplemental Security Income (“SST”), which was denied initially and on reconsideration. Dissatisfied with these determinations, Skinner requested a hearing before an administrative law judge (“ALJ”) but indicated that she did not wish to appear in person and asked that a decision be made based on the written record.
