WALKER, Circuit Judge:
Plaintiff Nelson Mezerhane appeals the district court’s order dismissing his international human rights law complaint for lack of subject matter jurisdiction. In claims against Venezuela and two Venezuelan governmental entities, Mezerhane alleges that the Venezuelan government committed various torts and statutory violations against him.
