MEMORANDUM OPINION AND ORDER

HAIGHT, District Judge.

Defendants, successor officials in charge of the New York City Police Department (collectively “the NYPD”), represented by the Corporation Counsel of the City of New York (“Corporation Counsel”), move pursuant to Rule 60(b), Fed.R.Civ.P., for an order modifying the" presently existing “Handschu Guidelines” which govern the NYPD’s activities in the investigation of political activity.
