RULING ON PROPOSED SETTLEMENT AGREEMENT
HAIGHT, Senior District Judge:
In this long-standing civil rights class action, the Court is called upon to approve *389or disapprove a proposed settlement agreement between the plaintiff Class and the City of New York regarding important issues affecting the City’s Muslim community. Following a fairness hearing, the Court resolves that question in this decision.
