Before the Court is the Complaint for Declaratory Relief of the United States Department of Energy (“DOE” or “the Government”) to determine the title to property in the possession of the Debtor, Reynolds Manufacturing Company (“Reynolds”). Reynolds obtained a Government procurement subcontract (“the Subcontract”) through a Government management contractor.
