On application of Edmund-G. Brown, Jr., as Secretary of State, we issued an alternative writ of mandate directing the respondent Superior Court of Los Angeles County to vacate or show cause why it should not vacate its orders sustaining a demurrer and dismissing an action seeking the imposition of civil penalties on the real parties in interest for their alleged failure to comply with certain election campaign laws. We have concluded that the .first amended complaint filed in the basic action states a proper cause against the particular demurrer and that the peremptory…
