MEMORANDUM OPINION

(August 4, 2009)

Boyd B. Brown, Jr. appeals from a March 15, 2002, order of the Superior Court of the Virgin Islands1 denying his petition for a writ of habeas corpus. The government has moved to dismiss this appeal.

*641I. FACTUAL AND PROCEDURAL BACKGROUND

In January 1995, Brown was convicted in the Superior Court of first-degree robbery and conspiracy and was sentenced to a total of twenty years in prison. Brown appealed to this Court. His appellate counsel moved to withdraw pursuant to Anders v. California, 386 U.S. 738, 87 S. Ct. 1396, 18 L. Ed. 2d 493 (1967).…
