FORMAN, Chief Judge.

Defendants have moved for t'he^ entry of judgment on the pleadings in this suit upon the grounds principally that the court is without jurisdiction of the subject matter and that the complaint fails to state a claim upon which relief may be granted. Some matters outside the pleadings have been presented to the court and will be considered since they are undisputed. The motion will Ibe treated as a motion for summary judgment, Fed.Rules Civ.Proc. rule 12(c), 28 U.S.C.A.,1 and for its purposes the allegations of the complaint must be accepted as true.
