Being aggrieved as the result of certain disciplinary actions having been taken against him pursuant to Rules and Procedures 1 adopted by the Patuxent Institution, Carroll W. Greene, applicant, an inmate of Patuxent Institution, *150filed a grievance with the Inmate Grievance Commission (the Commission).
